They could've definitely done better. I hear the cogg-ish touch, but it's not marked enough. It's as if they wanted to make it sound more like a happy BGM because the robots are now "free" from Gelimer's tyranny, even though they are still technically enemies (the player fights them), therefore considered dangerous. Also, you can only access the area after completing Black Heaven's questline, so it sort of makes sense that it has a less 'tragic' tone. Definitely not very fitting, though. It has a way too happy tone for an area of destruction and mechanical junk.
I still have to watch a video of Mechanical Grave with that BGM, though.
I watched a couple on YouTube, but both were before this BGM's release, and they re-used the BGMs of 'story mode'.
