Tower of Oz ring question?

How does it work then?:f6:

they said you just gain luk equal to the weapon attack of your weapon in certain percentages (100/200/300/400 as marksman bryan said)

aka if your weapon has 100 w.att and your ring is level 1, you gain 100 luk

i havent played maplestory in a while and haven't even done anything related to this content but it seemed easy enough to understand from what i've read
