I'd like to agree with this. I feel like what happens in your life should really be in your own hands. So long as she doesn't have some deadly contagious disease that seriously risks the health of people around her if she doesn't get treated *cough*antivaccers*cough* then I see no issue with it. Her reasoning for it is dumb, but really I wouldn't find it to be a weird decision if she really just said "I don't want it" for no particular reason either. Let her do what she wants, she's old enough to make life changing decisions and take responsibility for them. She can be trailed as an adult for committing a crime, can't she? So why isn't she old enough to take responsibility for her actions when they involve her own well being?
If she wants to die, let her die. If she wants to live but wants to take a risk for it, let her take her own risks. She's not a kid, she doesn't need anyone to decide for her. If she's afraid of chemo, perhaps just educate her properly and be frank about the side effects and procedures, it's possible she's researched on her own and scared herself with exaggerated information.
