That wouldn't solve anything. Between myself and the two friends I use for bossing, we have somewhere around 12-14 characters over 200, with at least 7 more over 180 that could easily be leeched to 200. It would only be a (very) temporary fix.
People are only whining about instanced drops because they've gotten so used to having it available. This is why I say it shouldn't have ever been added.
