According to some bossers in that Nexon forum thread, its not just that instancing was removed, but also drop rates were reduced by as much as a factor of 10.
Or maybe they broke drop rate multipliers at the same time as they broke instancing.
I may have noticed this myself; I have not gotten a single item from the Commerci bosses in months, whereas I usually get something ever few weeks. (Could just be a run of bad luck though)
