The thread I posted says that the distribution is "normal" or "bell curved" rather than uniform. Meaning you have a much higher chance of changing your stats by 1 than by 5.
If you consider that "unfair", then that is so. But that chart also shows that you're more likely to get +1 than -1, which is contrary to your conspiracy theory.
