: involving the entire world
Global has a set definition, which you can not change to suit your argument. Context doesn't matter.
Japan is part of "global", as is the US and Europe. The US and Europe do not make up global by themselves, just like Japan does not.
The counter arguments "One Piece is is only bigger in Japan" and "Naruto is bigger in America and Europe" does mean you can conclude "Naruto is bigger Globally".
As a sidenote: I have not read the One Piece manga or watched the anime in about 8 years. I have no bias towards either. Facts are facts.
