WARNING: Do not turn in the "Week 3 Goals" quest if you have an 8-chair bag with chairs in it. The chairs will be lost.
The same may or may not happen to titles inside an 8-title holder.

To add to this, even if you don't have room, trying to turn in the quest still replace your opened 8 slot bag with a closed one. This way you will get another bag when you turn it in with room.

So we have to empty our existing 8-chair bags before we turn in the quest because of some poor coding?
