To say that naruto is bigger than one piece globally is not quite right.
It would be right to say that naruto is bigger if we were to ignore japan, but ignoring japan when talking about global popularity would be silly considering that japan is where the vast majority of the sales and fans are located.
Worldwide one piece has sold 350 million volumes while naruto has sold 140 million volumes.
I'd argue that those numbers speak for themselves for two series that are relatively similar in running-time and number of volumes(69 vs 74).
Outside of japan naruto is bigger though, not gonna disagree there.
One piece has also only recently been temporarily dethroned as the best selling(on a year to year basis) manga while naruto was dethroned from the top 3 a long time ago in japan.
