Update notes didn't say anything about them being a cash shop item, either.
It may be that the event was initially designed to be CS (or brought over from somewhere where it was CS... but what other versions have totems?) but they decided to make it purely in-game here.

Or it may be that the cash shop option will be added in the last week of the event, to add urgency and desperation ("Couldn't get the totems you needed through hard work and luck? Money to the rescue!")
We'll just have to wait and see, I suppose.
