Knights of Cygnus Skill Tables

When it says that you need to stand still for x seconds to use Magnum/Wind Shot, does it mean that you have to stand still doing nothing for that amount of time before using the skill, or that that's how long it takes for the skill's animation to finish?

That's how long the animation takes, it's very long. you can't really do anything else while the animation is going on so effectively it's like cast time.
