You know, theoretically that can happen, but has anyone noticed a ton of 15+ attack capes in FM, or a large supply of 4 att + 25 attack = 29 attack capes? Cause like yea, it's theoretically possible, so that must mean all situations end up like that.
Just because it can be chaos scrolled, doesn't mean all of them are going to turn like +10 attack. Chaos scrolls were common as hell during the box event, now they're somewhat rare again. Capping your secondary stat, you can get on average 44 stats from an HT pendant. In 15x/16x, that means you need like a 7~8 attack necklace which equates to a 9~10 attack pink cape.
But wait, these only have 3 slots and pink capes have 5 slots. That means there are more chances to raise the attack of a cape.
And oh wait, unless they changed it, it costs 150 maple coins to get this necklace. Look at how many spieglemann's there are in FM. Sure there might be a rushed supply of them in FM at the beginning, but how about now? If it works like CPQ1, the necklace might come with +0 attack, making the coins worthless. Or luckily, it can be 2 attack.
tl;dr: Chaos scroll + CPQ2 necklace =/= game breaking.
