I call bullshit purely on the basis of the requirements.
This is Nintendo and Sakurai we're talking about here.
DLC is not actually out of the question at this point (it has been over a year and Nintendo is growing more open to it), but the company that is consistently staying away from nickel-and-diming its customers and has a track record of wanting to provide a complete experience from the get go is not the company to force its consumers to buy an additional system and an additional game just to unlock all of the content.
The closest they have ever edge towards this is Pokemon, but that's a series where the entire point is to force you to play with others, not to encourage you to buy two games.
