I can't speak for american laws, but you certainly don't have to inform a charity in the uk if you're collecting donations for them. You can just turn up one day with ones of those novelty cheques and tell them you're giving them a pile of money.
That said, if you were actually collecting donations for a charity, there's no reason to avoid using a site like justgiving
