EDIT: Just to clarify, it seems to work on regular white mobs but it is doing nothing against elites. (My damage against elites should be much higher than white mobs with this due to 30% elite damage, but it is around the same meaning the 20% boost is only applying to normal mobs)
Could be the case that Elites resist the slow from the gem. Mine isn't 25 to see if that particular aspect of it works, but I've definitely noticed that it deals more damage to anything I snare myself. Particularly easy to test with Polar Sentry as it snares things itself and all the hits deal the exact same damage. If any of the Phalanx summons deal static damage, maybe try checking with those.
I've gotten 3 pieces of Roland's from Kadala so far. Pants, while I was hoping for Depth Diggers, Boots, and Shoulders. No luck with the helm so far. Last legendary was 1000 shards ago, and it was an Invoker's. I can use RoRG though to get the 4-piece and my Shield Bash can crit for 50m which is pretty good. Might look into trying to run it as is through some lower Greater Rifts to find legendaries instead of just depending on Blood Shards.
Also got a nice 493 INT 7IAS Socketed RoRG for my Witch Doctor/Wizard. All that's left is to get a new one for Crusader/Barbarian, and maybe get doubles so I don't have to share them across characters.

John Yang is a fan of M6ing, so I can't imagine it would be something too harsh, but still.
