Thanks Thorr. Previously I use the minimap because the grayed-out exclamation marks (denoting quest start/end) still show up on the minimap but not the lightbulbs.

Yeah that's how I figured out the problem. A returning friend couldn't do the Crimsonheart/Tynerum/Commerci line because he couldn't see the quest bulbs, yet they showed up on the mini-map. I knew it was a setting, but it just keeps resetting itself. It's annoying and it has to be very difficult to understand for new players.
