Yes. I've decided to wait until next week to start ordering, so I've edited my budget above.

Pretty much, yes. CPU, at the very least. I can probably find monitors just fine on my own, but since it is included with the budget range, I'd probably need help there too. :I

3. Preference on size of build? Quality of case?

I was told that going with a micro-ATX board should be just fine. As for the size and quality, I'm really not picky... I've never seen how it mattered, probably due to the fact that I haven't owned a desktop since 2002. Hurt

4. CPU overclocking option? (theres a moderately sizable $ gap saved when no is chosen as cheaper processors along with cheaper motherboard and no reqiurement to buy aftermarket CPU cooler)

Eh. I'm probably never going to bother with that.

5. Monitor choice: Less of a question and more of a statement. You should join the ranks of those who use Korean PLS/IPS panels. The color quality of the panels would probably be something you would like for digital art/Movies. They are okay for gaming(the only people who will have a problem with them are the ones who need 1ms response time on their monitors, sensitive gaming like Competitive FPS)

I'm certainly not picky on monitor choice. If it's not harmful on the eyes, I'll be fine with it. From what I've seen browsing around, 20" widescreen with a minimum resolution of 1920x1080 looks like something I would probably go for. After talking about it with a friend, IPS panels seem like something I would aim for. If I wait until next week, I can certainly raise my budget to 2k to fit that in easily.

As for RAM, glad to know I won't have to worry with that. I'm probably going to go with 8 and upgrade to 16 later, but at least 2 GBs VRAM sounds like the go-to for this sort of set-up.
