Toad got a game because captain toad is likeable and the style of gameplay that captain toad levels have are interesting to a lot of people. Interesting enough for people to straight up ask nintendo if they would make a game for him, realize it would be piss easy, and thus validate a game about him anyway. Waluigi himself isn't interesting to people nor has he been in games or mini-games that people like enough to get his own game.
Therein lies the problem, Waluigi is never given a chance to amount to anything more than Bad Luigi. Like Wario is the bad Mario, we know that Waluigi supposed to be bad Luigi, but we don't know what makes him so bad. What makes Wario an established character is that he was able to secure his own four game land series (which was like turning Mario into a juggernaut), and they showed us how he dealt with things and how he was focused on the money and treasure, not the damsel in distress which I guess is "bad". Wario was able to set himself apart and develop like Mario did before even Luigi was able to make his solo debut. How are people supposed to develop interest in a character that has pretty much no characteristics? That being said, my interest lies in the fact that he's so mysterious yet he dons a very distinctive cap worn by the franchises most well known. Although it may be a waste of time to make a sole Waluigi game, which is why I suggested the Mario&Luigi style, it would at least give him a chance to become more than a tennis playing, golfing, partying, kart racer, maybe even....likeable. Plus, a game like that would give them an excuse to make Wario a badass tackling linebacker again.
