I think to be considered as part of the group of gentlemen that like to wear hats with letters on them he would need to have a much more serious role in a game than he has had up until now.
Toad got a game because captain toad is likeable and the style of gameplay that captain toad levels have are interesting to a lot of people. Interesting enough for people to straight up ask nintendo if they would make a game for him, realize it would be piss easy, and thus validate a game about him anyway. Waluigi himself isn't interesting to people nor has he been in games or mini-games that people like enough to get his own game.
