I was thinking more of what happened to Cakes, where he was targeted but it didn't do anything because he didn't have an action (or he didn't act, which is a possibility).

Even if they can't force an action, it still might be better to act - not using it (and being quite vocal about not using it) would just tell them that they could target someone else and know that Meow's roleblock was not a problem. If you have a target in mind meowmixx; I'd just go for it regardless, or at least keep to yourself about if/who you are targeting to make it a 50/50.

True, then I suppose people should just decide for themselves whether or not to act, so it's basically back to normal.
