Can you imagine how much more broken Frozen Orb would be right now if it also had the full 60% chance for FA per hit?

Haha, right? Part of the reason it's so broken for Phantom is because Carte Noire doesn't activate like other Final Attack skills, it works purely on critical rate, and you can really see the difference with the Blizzard FA barely activating at all. It would look amazing if it did activate the full 60% of the time though...
