Setting up a combo breaker, but my theory is that they both subtract two from the weapon's attack speed rating as originally stated, and that in v.63 the speed cap was raised and we are now operating on Fastest (1) as the fastest speed. I'm picking up from general observing and talking to other people that NLs using Skandas can actually attack faster than 100/min (104/min was the observed speed, iirc), so I think the only thing that changed was the speed cap.
