This is my theory :

Knuckles are Fast (5), but Rapid Fists (barrage) runs at Slow (7[?]). With Booster, it goes to Normal (6). Then with level 1 Wind Booster, it goes to Fast (5) and then with level 11 Wind Booster, it goes to Fast (4).

I think the skill speeds varry with each of the skills. Like Flash Fist is Fast (4) and Energy Drain is Faster (3), while skills like Rapid Fists are slow (7). Some skills get greater boosts than the others, which makes Wind Booster viable for combinations.
