They haven't dropped it. It's a system that takes long to develop. The 5th job advancement has a symbolic meaning for Nexon according to them. They want a 'perfect release'. The game has 35 classes with 2400 skills. You have no idea how the system will work. Can't you understand it will take a while for the developers to create aesthetic skills with superb 2D quality (again, according to them)? They have to develop new content too to keep the game updated as well.
When 4th job advancement first came out in the Korean test server, it took the developers approximately 6 months to release it in 2006 in the public server. That was at a time when the game didn't have so many classes available. I imagine it will be the same, if not more than 6 months for 5th job for balancing and to collect data and user feedback.
