There is nothing that really says the B mage will ever be a boss, or impossible tier at that.
He might just become the closure of the story line as a mid tier difficulty boss.
If Nexon were smart, they'd culminate the Black Mage story line with his defeat in preparation for a truly world-shaking story line that requires the 3 Transcendants to join forces to fight a massive other-worldly threat. (Think Thanos in the classic Infinity Gauntlet epics.)
