It's not anything new perse that they added characters to slightly more obscure games to the smash roster. Fire Emblem was pretty much non-existant in western territories before Melee. The reason Roy was in Melee was due to his game being recently released and they used Melee as sort of an advertisement. It was because of Melee that got people at least looking into Fire Emblem, and now look at what it is today.
