I'm not really sure open world isn't the correct term for those either. They're just different kinds of open world games.
Think about how we have so many different types of games that qualify under the term "RPG". Both Dragon Quest and Skyrim classify as RPG's, they're just different kinds of RPG's.
Although GTA is more like an open-ended mission-based game, but it does have its fair share of open-worldness.
