I can't say what makes a MMO open world or not but from what I've read from other people they refer to as open world those that don't have gates/portals/transports/teleports as the only way to connect two areas, they don't seem to care if you can go anywhere, share the map or if you can get to a certain area from several other and they also only conisder open world MMOs those with a seamless world that allows free transit between areas and amazing views that span throughout several areas.
I guess you could say with a few exceptions that maple is(or was) open world since making a seamless sidescroller MMO seems a bit daunting(can't even think how that would work), plus the whole views thing is also not possible in a 2D sidescroller and just "recently" they started to add areas in which the only way in and out was a NPC(aside from victoria/orbis and south perry/lith harbor).
Polantaris may I ask what would you not consider not open world? is the ability to revisit areas and/or go to areas that far outlevel you enough?
