They both have multiple air jumps. They both have hard hitting moves that can be punished if whiffed (rest in all smash games vs kirby hammer and kirby down B in smash 4 which are all kill moves). They can both get kills at extremely low percents, either through wall of pain which they can both do, kirby with inhaling/kirbycide, and jigglypuff with rest. They are both among the lightest characters in the game. They are both not terribly good at comboing. What qualities does jigglypuff have that set her apart from kirby enough to be included in a game with an already "tight" roster?
Kirby and jigglypuff have more similarities in their functions and moveset than any other two characters outside of shiek vs greninja who are more similar in design than they are in moveset/functions. Kirby however does not have the disadvantage of being yet another pokemon representative in a cast that already has FOUR pokemon reps, which heavily goes against any argument for her inclusion that the developers might have if her uniqueness as a fighter wasn't already in question.
