Yeah they are more like digital skins and effects, loading screens (which was a big thing for me back in dota 1 days as the pic for them were awesome), but nothing you have affects gameplay, as in make your character stronger by any measure (unless you count looking more badass an advantage over your opponents).
Yes, you get the rewards of the stretch goals regardless of your level or compendium level, but your compendium can level up and you will get rewards based on your compendium level as well, you can buy points to level up faster or just play and win games to get exp to help you level, so there is a bonus for just having a compendium, and for leveling it up independent of each other, all cosmetic mostly. You also get exp bonus multiplier for your battle level which doesn't really do anything other than lets you get a free item every couple levels (as far as i know, i'm only around level 106, although that's pretty high compared to most people I guess?).
They are adding stuff like new modes (for everyone ofc) regardless of if you bought a compendium or not for the stretch goals as well, so all the non-cosmetic rewards go for everyone who plays dota 2 so there is no real advantage to buying a compendium other than having prettier pixels.
Sorry if i'm not clear, it's much easier to explain to someone that has general knowledge of previous compendiums and events.
