It's a really complex issue and one that I won't claim to have an answer too.
It touches a lot of tender places in US culture, politics, issues etc. Right now several camps of thought are arguing over "whose fault it is" in the sense of "where society went wrong". As far as finding a solution, I don't know, it may take eons.
