She does not get bonus damage when attacking frozen stuff, you might be confusing the damage over time applied by her frostbite with doing bonus damage on auto attacks.
The units are frozen for 1.5/2/2.5/3 seconds (10 seconds for creeps) and it will always deal 70 damage at the intervals of 0 seconds, 1 second, 2 seconds and 3 seconds. Meaning 140 damage over two times at level 1 and 280 damage over 4 times at level 4, for example. Since it's dealt at intervals this might've been the source of confusing/misunderstanding.
But yeah learning heroes will definitely be the tallest order.
I actually would have imagined that the hardest thing to get used to would be the attack and turn animations that dota has. Different heroes turn as different speeds and attack at different points (Some heroes have an attack point of 0 meaning their attack happens the instant they start it while other have an attack point of 0.4 meaning that after 0.4 seconds their attacks actually launch after it has begun, can be altered by attack speed)
The turn speed also means that kiting with a ranged hero is a lot more tricky in dota since your hero has to spend time to turn around to attack.
