Dheginsea would pomegranate all over the FE7 dragon in his sleep, even with flametounges bonuses.

hp 120 / str 27 / skill 35 / spd 15 / luk 24 / def 40
assumming 100% accuracy (which works for the dragon actually, since dheginsea should have more avoid although the fire dragon has 100% hit on his weapon) dheginsea would lose 27 hp per turn, while the fire dragon loses 20. the only reason why the fire dragon would lose would be because of abilities, which weren't even in that game.
if the fire dragon had skills (heck, that +5 def from dheginsea would be enough) it would absolutely destroy him...
...and this is where i remembered dheginsea had a 22 attack black breath, so yea, dheginsea would win normally. but i have an ace under the sleeve...

so yeah... not quite what i had in mind but fire dragon wins. if they both had abilities and whatnot it'd surely be a more interesting fight though.
edit: oh, the fire dragon actually deals 37 damage, but according to the wiki he's not supposed to move, although i do remember him moving when i fought against him, hrrrrrmmmmm.
so if the fight's at range 2 dhegi wins, range 3 red dragon wins, movement allowed dhegi wins , and who knows what would happen if the fire dragon had skils
