Even so, given how much a 10% crit chance item can be desired, I have to wonder if there's something I'm missing that wouldn't make this the most amazing party skill ever (nevermind that the enemies would also be immobilized for up to 6 seconds).

It's a flat +80%, so if you have 20% or more, while Judgement is active, you have 100% critical hit rate.
