You can always mute them just like with in game chat. You have not made any clear argument about why you think people will consider CV "mandatory" and it's not like anyone has ever been banned for "refusing to communicate" anyway. If anything, I'd like to simply see voice chat integrated into the game, but CV does a nice job already.
While engaging and grouping are currently highly intuitive, do they have to be? With addition of pings, Riot has made a clear statement that offering clearer communication can only be a good thing. It hasn't in any way flattened the skill curve. I don't see voice chat as any different in principle.
