As of now, both inno's work the same way, as Sapta pointed out, but someone (I think DavyJonesx; ) postulated that, since Perf inno's resets scissor count from flaming in KMS, GMS ported that over in some convoluted way for tradability in general.

Yes my alliance chat mentioned it and I asked my BL and asked it on basil too.
But no one had real proof. :[
