That's clearly brawls stage builder spring and the generic environment doesn't belong anywhere else (since he doesn't have a storymode to stick the generic crap stages in anymore. I guess it could maybe be an adventure mode stage?)
Could be a Kid Icarus inspired level (the statues seem to fit that, at any rate). Of course, that could just be a generic background. *Shrug*
