It doesn't exactly say that the towns aren't the same, but the implication is heavy.

Part of it is probably just speculation based on how most of Victoria Island was unsettled, as far as we know, after the battle with the Black Mage (the towns didn't exist there), and MS2 is supposed to take place before that.

I totally forgot about that, so I'm even more confident that MS2 takes place in Victoria island after the Black Mage since iirc Ellinia is named after Ellin Forest that is named after a fairy that lived there.
