The extra movement speed means I can use it 1H on my Crusader without slowing down much.

From what I seen when I played the crusader the little I did was that the movement speed reduction was bugged. While using a 2h and a shield I still moved at the maximum 125%, the stats said and you can easily tell the difference between 110 and 125. However once it does get fixed that item won't help you move faster. The passive reduces the maximum allowed movement speed from 125 to 110, so if you already have the maximum of 10% from boots then that legendary wont do anything. Currently it might feel like it is because the passive is not working as intended.
