+1 Attack Speed stacks with everything you mentioned and works perfectly fine on magicians so there's no reason not to get it if it means an increase in DPS.
in general, +1 attack speed is ~9% increase; its been a while since i played mage seriously, i know they have great crit rates. yeah you're right; if your main dpsing skill caps, then all you have left is attack speed.
