More weapon potential made it so that IF YOU SHELL OUT RESOURCES it will be more powerful, while OP classes partially come from the fact that even unfunded they are quite strong.
The weap att thing is true, but is largely offset by their low dmg % and multiplier, even back in the day when they were the only secondary weapon user post-BB for quite a long time (memory may fail me but the next class with a secondary weapon was DS/merc and we all know how OP they were even without them, followed by the tempest crew then all classes getting them.)
That does remind me, though, that DBs were OP pre-BB because thorns and FC were revolutionary party and self buffs respectively (why SE when DBs could contribute so much and thorns was in general only marginally worse) and they had high dmg % for the time. BB buffed them a bit but everyone else was buffed so much, crit was reworked, and so they really couldn't keep up until hypers.
