It is true. They seem to have increased it about 3-fold. Should be plenty for anyone who can manage the other bosses.
Edit: they added 100 seconds for it. They didn't take out any other monsters, nor shorten their timers, so the overall trip time to the destinations Livyatan appears on is now 16:40, 21:40, and 31:40 (instead of 15, 20, and 30 minutes).
