Im pretty sure this happened BEFORE guild upgrades and guilds held 30 max, hence the whole different divisions. After that, they just never bothered forming the guilds together and continued to grow as seperate entities till the stage they are today. Im not in KoM so I have no idea how it really works but that's the understanding I have of the situation.
