This is simply not true, because you don't magically just get enough armor to negate constant lane harass, the problem with adc top is that it's generally free jungler food because they are relatively squishy even during mid game so you need a escape, adcs also don't do well against burst top laners like riven or rengar. So it ends up being a situational pick. It doesn't matter if you are playing vayne or quinn, or w/e, generally if you have good kiting mechanics + escape and you know who your enemy is already. You can go adc top. Just don't pick yourself against a squishy destroyer like rengar
