You missed the "Three . Steps reinforcement equipment is one step strengthening rising success and failure, the reinforcement phase is a step drop ." bit.
Uni's already translated it in Japanese.. so I'm going off his translations.
1-3: No chance of reducing stars
3+: If scroll fails your stars decrease by 1(he doesn't say anything about a chance.. or not).
1-11: No boom
