The thing about secondaries and the weapon used is not originally about the shield even though it does sway options.

The original idea was to match a user to using a 1H sword that is faster but lower base WA, and at the same time giving them more defence, whereas 2H users do more damage per hit but have a slower attacking speed. As for now, with all the scrolling and stuff, the question to ask is: can the enhancement bonuses and higher base WA from 2H weapons compensate for the higher attacking speed of 1H users as well as WA contribution from the shield. Remember that you can't scroll a secondary.

The main advantage of 2h over 1h (for those classes that get a choice) is not the higher base WA or enhancement bonuses. It's the multiplier.
2H swords have a multiplier that's about 10% higher than 1H swords. Once upon a time, a shield with 20 attack could make up for that, but now that people have way more than 200 attack total (often more than that just on their sword), the shield's scrolling hardly makes a difference.
