Except this doesn't account for support characters.
If your main DPSer can't finish in time without the two binders he brings along, they are just as important as he is. Why should they get no drops?
Also, how do you calculate how many items total will be given out?
Should a soloer get as many items as a party of 6 equal attackers?
I don't see anything wrong with bringing extra looters, or selling runs for loot (a time-honored Maple practice). I think it's good that you can't have misloots and therefore there is little reason for stronger players to refuse to party with weaker ones.
The drop rate is apparently too high now. It will certainly go down and up again, as Nexon like to fiddle with these things.
