It's catch-22. You could also say that the longer they leave the game up, the more a rollback is necessary due to the massive influx of duped items & mesos and the amount of "legit" players "infected". The longer they leave it up, the more clean up they have to do, and we all know how that ended up last time (hours of trying to clean up, then giving up and going with RB).
