You need to understand why that scroll is there to begin with. It doesn't state that the item must not have been previously enhanced i.e. that success rate is for 10+ stars to be return-scrolled within a single scroll to 13-ish stars. (Return scrolls work here right...?)

Descriptions are basically meaningless and certain qualities of the items are only listed if they can be bothered to remember (for example, up until this patch, the staggering number of various potential scrolls that didn't state they would break your equips upon failure). While that's nice in theory, in reality, it uses the same variable as the other multi-star enhancements, and should logically be handled the same way. There are certain exceptions of course, like the re-use of variables like x, y, z, u, w, etc in skills which mean different things, but I really doubt this is one of those times. Someone would have to test it and see.
