The 3-star EE was from the USE item obtained from the game of Yut.

You need to understand why that scroll is there to begin with. It doesn't state that the item must not have been previously enhanced i.e. that success rate is for 10+ stars to be return-scrolled within a single scroll to 13-ish stars. (Return scrolls work here right...?)

Wait...so it's not a scroll that makes an item 3 stared, but a scroll that gives 3 stars EXTRA to ANYTHING?

No wonder that thing has such a low chance its frken overpowered.
